TorAndroidIntegration.regionNamesGet() always returns region names in english

Summary

Region names dropdown only ever displays in english, despite selected app and device locale.

Steps to reproduce:

1. Have a supported non-english locale selected for app or device locale
2. Have torbrowser.debug.censorship_level = 1+
3. Fail to automatically bootstrap, to get to screen that shows region dropdown menu
4. Notice that the dropdown only ever shows in english, despite restarting the app, changing the locale, reinstalling the app, or anything else.

Drop down should show regions in selected locale
