Enable new locales: be, bg and pt-PT

We can add 3 new locales to the Tor Browser. They have been in nightly for some time now.

The languages are :

• беларуская мова (be) (Belarusian)
• български (bg) (Bulgarian)
• Português Port. (pt-PT)
