Do not re-try auto-bootstrapping after the user selects a specific region in about:torconnect

From #41621 (comment 3025274).

Steps to reproduce:

1. Open "about:torconnect" with torbrowser.debug.censorship_level set to 3.
2. Start and fail the first bootstrap.
3. Select a specific region from the list and try again.

Currently, when the auto-bootstrap fails we take the user to the "Are these location settings correct?" page, which allows for another attempt. We should instead take them to the final failure page, presumably the user already selected their correct region the first time around.
