Review advice on VPN use during onboarding

Many first-time users are attempting to configure VPNs on Tor Browser, some of whom mistakenly believe VPN usage is critical to protecting their privacy.

This ticket is to review the existing onboarding flow as an education opportunity and amend as required to provide up to date advice on VPN use.
