Handle branding names in tor-browser-build

As mentioned in tor-browser#43446 (comment 3152713), we want to have a single brand.ftl file in the translation repository for Weblate to use.

We want some script in tor-browser-build to be able to turn the combined file into a file that works for the specified release, so that its branding matches.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
