Remove legacy locale iteration in build and signing scripts

With the 12.0 Tor Browser series we no longer have one build per locale and instead package all supported language packs into one package.

However, we have a fair bit of legacy iterations over locales in our build and signing scripts which we technically no longer need, since we now have one ALL locale.

We should probably do a pass an clean up the scripts and remove the now unnecessary iterations.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
